Abstract: The development of nuclear activities in Romania, started five decades ago with multiple applications of nuclear technics in industry, medicine, agriculture, radioistope production and especially in research, has generated considerable quantities of radioactive waste. The technological and scientifical level achieved in that moment has not permitted the complete approach of the survey and of the management of the radioactive waste, of the consumed installations and sources. Considering the major impact of the radioactive waste obsolete deposit ssioning on the environment and population, because of important quantities of radioactive material release , the methods to characterize them have to be very good defined, complete and agreed by the control organisms and by the civil society. The construction of a suitable integrated and acredited metrological laboratory (SALROM), will lead at the minimising of risks in the qualify, survey and management of the radioactive waste resulted from the decommisioning process, at the improvment of the life quality and security, of the environment and food control, and could be essential in the growth of the confidence level of the population for this kinds of aspects. Regarding the nuclear objects from Magurele Platform, from IFIN-HH (The Nuclear Reactor-VVRS-2 MW, the Department of Radiaoctive Waste Treatment-STDR, the Center of Radioisotopes Production – CPR, the Bunker of sealed sources – Bunker Texas, the Fort area, etc. ), the target group is of more than two milion inhabitants living in the capital, Bucarest and its nearest environs projected to be large extended. For the nuclear installations decomissioning activities, the survey and the qualifying of the historical radioactive waste and of the consumed radioactive sources, there are necessary different types of measurements : alpha contamination spectrometric measurements, alpha radionuclide identification by laboratory spectrometry, beta global measurements, beta active isotope separation and their radioactivity meeasurements, gamma global measurements, high resolution spectrometric measurements by gamma spectrometry, spectrometric measurements for absolute determination of the radioactive material quantities in the liquid and solid waste, with different densities. All these types of measurements have to satisfy the requirements imposed by the following romanian control bodies: The National Commission for the Control of the Nuclear Activities (CNCAN), ATPM, the Healthe Ministery – Public Health Inspectorate, the Romanian Legal Metrology Bureau (BRML), the Environment Ministery, the National Body for Standards– ASRO, the Accreditation National Body –RENAR. The authentification given by these bodies is based on : - the metrological certification of the all measurements instruments and equipments - the attestation and the auditing of the persons involved in these activities - a complete authorized procedures to attest correct measurements - the Nuclear Security Certificate – ASR obtained for the used dosimetric instruments - the certification and the accreditation of the spectrometric measurements laboratory for environment and historical radioactive materials • To cover all the range of radiations (?, ?, ?). To permit the identification of the present radionuclides in the measured samples. To cover, the energy range of the present radioisotopes, the intensities and activities range. The errors of each measurement have to be known and associated to the obtained value, according to the legal metrology standards. • To permit „in situ” measurements with portable and laboratory instruments Taking into account all these aspects, we propose by this project , the promotion of a certified integrated laboratory, specialized in spectrometric monitoring, to solve the aspects already mentioned above, to assure at the national level a network of reference scientifical and technical competence institutions and bodies , to permit the increasing of the assimilation level for the adhesion at the standards of the European Union. The laboratory will be equipped with laboratory and portable instruments, high performant equipments and installations for a large range of spectrometric measurements and tests, according with the european and national legislation.
