Acronym: SIDONI Contracting Authority: Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) Number / Date of the contract: 32-117 / 01.10.2008 Parteneriate in domeniile prioritare Project Manager: Stelian Dan Slavnicu Partners: 1.The University Politehnica Bucharest; 2.The National Institute for Lasers, Plasma Physics, and Radiations; 3.The National Meteorological Administration Starting date / finishing date: 2008-10-01 / 2011-09-30 Project value: 2000000 RON Abstract: The project aims at developing physico-mathematical models, new methods, knowledge and data libraries, and integrated investigative environments in the nature of decision support systems (DSS), envisaging their implementation in the National Center of Emergency Response Management andan offer of services in the assessment of health- and environmental impact of nuclear and other, industrial activities, to institutions in the administration/governance realm, lucrative business actors, and international organizations. Chief lines of action refer to: the development, adaptation and custom-tailoring of reference systems in Europe for which the project proponent holds a license and acts as a substantive scientific contributor with noted results (RODOS, MOIRA); the design and development of a new generation of systems focusing on a comprehensive physical and mathematical modeling of the pollutant migration into the environment and the living at various spce- and time scales, as well as on the online, real-time mining of knowledge and data Internet resources; the enhancement of the inventory of experimental methods in meteorology, in conjunction with the dosimetry of environmental radioactivity and chemical pollution, in use in Europe yet insufficiently practiced domestically; solutions and applications directly instrumental in preprocessing online, real-time- acquired data to input decision support systems.
The project will address, in particular: (i) the appropriation for the purposes, development and application of advanced physical and mathematical models, eulerian and lagrangian of superior order closure, of the atmospheric transport and dispersion of pollutants, to consolidate and extend the diagnostic and predictive capability of gaussian models in current practice; (ii) the development of radiological and chemical pollution monitoring soft tools relying on robust models of environmental and food chain contamination; (iii) practical solutions to integrate radiological and chemical dosimetry models in health- and environmental impact assessment procedures, and in mitigatory processes; (iv) the appropriation for project purposes, of emerging Modeling, Simulation and Visualization (MS&V) technologies to improve efficiency in the risk and vulnerability communication to decision makers; and (v) the development of knowledge & data mining of the resources available on the Internet – all these in mind with current practices in reference countries relying on integrated systems for impact analysis; real-time, online diagnostic and prognostic monitoring; threats and vulnerability analysis; and emergency preparedness and management covering risk sources randing from the nuclear fuel cycle and the chemical industry, to the biotechnology/bioindustry, the nanotechnology, and the terrorism.

Theoretical studies and physical-mathematical models of the environmental migration and impact of radioactive and chemical pollution (2009-12-15) 3. Design and development of a diagnostic and prognostic, online, real-time system to monitor health- and environmental vulnerabilities entailed by nuclear and other, industrial facilities. The nuclear application. DSS online and offline testing (2010-11-30) 4. Software development for online, real-time meteorological and radiation data pre-processing in conformity with EC practices – data transmission solutions and DSS implementation.
